Improve arc-green code theme (#21039)
- Increase contrasts overall
- Add various missing theme classes
- Ensure strings and constants are colored the same across languages

Reorganize Chroma styles (#13934)
This moves the Chroma styles into separate files with base,light and
dark variants. Should work exactly as before.
